that came into the detroit bankruptcy was its public pensions. i think the emergency manager in detroit has estimated that the city owes something like $18 billion in debt, $3.5 billion of that in unfunded pension liabilities. jeff mentioned, a lot of things going to a pension funding situation. to them is whether the government is making contributions. thene of them is whether government is making contributions paid that is a problem in detroit. the government has borrowed to make contributions, just like borrowing to pay your monthly bills. not necessarily a good idea or a sustainable. in some cases they might have sweetened the pot. several members are under investigation by the sec. nevertheless, the asset returns that you talked about a couple years ago didn't look so good. for that reason it called attention to the funding of state and local pensions generally. in some ways detroit is its own case and in other ways it brings up the fact that on average, state and local pensions are 80% funded -- i'm sorry, 73% funded. 80% is the target we would like to be. street at thethe capitol are

detroit your city -- company is fond of the city you have a bright shiny new buildings so what does detroit we do to make it out of the bankruptcy? >> there's been a lot of great things happening and we have been involved with that over the last two or three years to invest in the city. private investment is that the all-time high. that is certainly difficult but it is long overdue that this happened so we have to address the problems of this city in the bankruptcy is difficult but it is giving us the opportunity to deal with legacy issues to come out the other side. we have to get through the bankruptcy process and that will take time but as we look at this we're bullish on the straight that they have great balance and great infrastructure to have our renaissance like it deserves gerri: great's information we appreciate you coming on. , back. >> my pleasure. i am happy to come back. gerri: a lot still to come how to turn your part-time job into full-time and the they are sending your kid to college but what about loans for day care? i am not kidding. we will talk about it. next. if

a number of other cities. you talk about cleveland, detroit and houston. and i guess, you know, my question is, these cities are trying to do interesting things but they're also cities that are facing big problems of poverty, lack of education for so many people. are these cities going to be able to do all of it? >> cities are not governments right? they're networks of leaders. mayors for sure, county leaders for sure. governors in many places but also heads of businesses. business associations, heads of universities, heads of philanthropy. they come together, they form networks. they try to sort out what's our distinctive vision? what's our special position in the global economy? and then what is our game- changer? what jennifer just applied the applied science in new york city, that's a game-changer. investing in manufacturing, supporting your manufacturer, that's a game-changer in northeast ohio. transit clearly is a necessity for the 21st century so they're not waiting for washington. they're basically coming together across party and jurisdictional lines saying how do we make our place

of michigan and, of course, everybody's aware of the economic pain felt by the city of detroit, so finishing a swim there was also very symbolic. what we really wanted to show, number one, we're selling these bricks to help fund building projects, but there was also a message of hope we wanted to deliver, you know, that we don't have to sink with the weight of our burleds, you know? and if one man can pull a ton of bricks 22 miles, then what are we able to accomplish if we all pull together? i believe we will have the strength to pull ourselves out of this, and that was really the message that we delivered. jenna: it's such a powerful message, and it struck me as i was reading a little bit about you that most of the stories we do about detroit and about michigan are, as you mentioned, you know, they're negative because of what's going on right now with the economy. and you had an interesting interaction with a woman who traveled to see you at the end of this swim, jim. tell our viewers a little bit about that. >> this was the most special moment of the swim for me, you know? in addition to m

's "new york times" that has a lot of people buzzing suggesting that detroit's neighbors are currently being hurt by the woes of motown. cities, counties and other local governments in michigan are getting a cold shoulder in the municipal bond market. just two weeks after detroit declared bankruptcy, borrowing costs are up around the state. the latest casualty, yesterday's saginaw county announced it was delaying a $60 million bond sale that was planned for today. gentlemen, this is the concern that so many people have been wo worried about, this would have ripple effects through michigan and if a federal court approves this, throughout the rest of the country. >> the question for me at least is the answer that the state is supposed to get involved in a more meaningful way, the federal government? we talked about are you supposed to have a bailout? we know that there is going to be implications from doing this. but -- >> yes, but particular -- >> the flip side is a dangerous game too. >> but particular implications because the bond holders are being put at the back of the line with eve

ohio and neighboring michigan has had all of these issues when it comes to detroit and funding its own system. in ohio i think you're somewhat underfunded. i think cnbc found you're in one of the positions they would be more worried about long term. isn't that to some degree pressing? >> i think they're both pressing. i think advocating for more transparency in government is important. to your point, the unfunded liabilities not just in ohio but nationally, it's an entirely different and i believe problem to a higher magnitude. we have to bear down as state treasures and governors and legislatures and have a conversation nationally about how to attack this problem. one of the main issues is that the rules the private sector has to live by are different from the rule the public sector lives by, and if we can apply more private sector accounting and private sector management to the government sector, i think these pension funds would be more healthy. the state treasurer in colorado has been very active on this. he's been working on congress to bring more transparency to public pensions a
